物业管理师《管理实务》章节重点：物业服务企业代收代付业务

(一)物业服务企业代收代付的范围 物业服务企业代收代付的费用类型包括：水费、电费、燃(煤)气费、住宅专项维修资金、生活垃圾消纳费、集中供暖费用等。 在物业服务区域内，供水、供电、供气、供暖、有线电视等单位应当向较终用户收取相关的服务费用，业主与上述单位是一种合同关系，依据相关法律行使合同权利，履行法律义务。为了方便社区业主，物业服务企业可根据实际情况接受上述单位的委托，代其向业主收取服务费用，但不应承担相关责任和义务。 (二)物业服务企业代收代付的管理 (1)按照费用类型建立统计报表，报表内一般以业主或交款人作为统计的对象。 (2)查表计数。如电费，就需要根据业主家的电表，统计单月用量，当月费用等于当月用量乘以电费单价。 (3)及时向业主或使用人送达代收代付费用收费通知单及收取费用。 (4)对代收代付的费用及时进行统计，及时追讨欠缴费用。 (5)将向业主或使用人代理收缴的水电气有线电视等费用转交到供方。 (三)物业服务企业代收代付的方式 1.先付后收 由物业服务企业先行垫支，再向业主收取资金。目前一般而言，水费、电费的代收代付采取此种方式。先付后收的方式不仅占用了物业服务企业的资金，后期的收缴也存在风险。 2.先收后付 由物业服务企业先向业主收取资金，再将资金支付给相关方。对物业服务企业而言，这种方式风险较低。如《福州市物业服务条例》就明确规定，当地物业服务企业可以采用先收后付的方式进行处理。
